The Town Wants YOUR Review and Comments!
In October of last year, the Town Council directed staff to work with our waste consultant to develop a hybrid waste management option to develop into a Request for Proposals (RFP). The Council directed the hybrid RFP should include: curbside collection for the residents of the entire Town, elimination of pay-as-you-throw bags, and utilization of the Transfer Station for bulky waste and diversion materials.
Prior to development of the RFP, staff has developed a white paper which addresses options that must be considered before the development of a hybrid option for curbside collection, bulky waste and diversions.
The white paper identifies key areas to be discussed and decided upon by the Council. Beginning on March 14, 2023, the Town will post the paper seeking public comment until April 14, 2023, after which staff will summarize comments and present the paper with the public's comments to the Council for discussion and decision.

Portsmouth Transfer Stations
Access the Transfer Station facility to see details such as hours, holiday closures and other useful information regarding this town resource.
Remember - any person who would like to use either the Portsmouth (Hedly Street) Transfer Station or the Prudence Island Transfer Station must display a valid Transfer Station sticker affixed to their windshield in accordance with the rules.
How the Transfer Station is Funded
The Transfer Station is run as an "Enterprise Fund," meaning the sale of stickers, net proceeds of PAYT bags, and any recycling rebates and sale of metal are meant to cover all costs of the Transfer Station. No monies collected from fees, sticker sales, PAYT bag sales, or rebates of any kind go into the town general fund. Any surplus or deficit in the fund at the end of the year gets carried forward to the same Enterprise Fund.

Each one gives details on cost, documents needed to obtain a sticker, types of materials accepted at each transfer station, and whether an additional fee is required to dispose of an item.
If you are bringing all information to the Tax Collector's office to purchase your sticker, you do not need to fill out the application; only fill out the application if you are mailing the information to the Tax Collector's office.
If you purchase your Transfer Station sticker at the Tax Collector's office at Town Hall, you have the option of paying by cash, check, money order, or credit card. Please note: if you choose to pay by credit card, the credit card company will charge you a fee. The Town receives no compensation for fees charged.

Transfer Station - Pay-As-You-Throw (PAYT)
Both the Portsmouth Transfer Station and the Prudence Island Transfer Station are Pay-As-You-Throw (PAYT) facilities. Household waste must be disposed of in specially-marked Town-approved bags you are able to purchase at area stores. The list of area stores can be found at http://reducethetrash.com/portsmouthri/.
